Library Regulations
I. Reader Entry Guidelines
1. Readers must present their valid library card to enter and borrow materials. Those dressed inappropriately will be denied entry.
2. Smoking and open flames are strictly prohibited inside the library.
3. Maintain quiet within the library. Refrain from loud talking, disruptive behavior, and the use of audible communication devices.
4. Keep reading areas clean and tidy. Spitting, eating snacks, littering, and leaving trash behind are prohibited.
5. Respect library staff, comply with management, and conscientiously uphold all library rules and regulations.
6. Personal belongings must be cleared before the library closes each afternoon. Seat-saving is not permitted.
II. Book and Periodical Borrowing Regulations
To enhance management, improve literature utilization, and better serve the teaching, research, and learning needs of faculty and students, our college has established the following Book and Periodical Borrowing Regulations:
(A) Borrowing Credentials
Readers may browse books in the library using their campus ID card. Borrowing cards are strictly for personal use only and may not be lent to others or used for other purposes.
(B) Borrowing Procedures
1. The second floor of the library is open to faculty and students. Books may only be read within the reading room and cannot be taken out. For photocopying, contact the librarian, deposit your campus card as collateral, and return it on the same day. Overdue items will result in a warning.
2. When selecting books, readers must adhere to the classification and shelving rules. Use the “bookmark card” system: insert the card into the desired book's location when selecting it, and remove the card when choosing or discarding the book. Discarded books must be placed in designated areas. Repeated failure to use the bookmark card system or disorderly placement of books will result in disciplinary action, including reprimands. Severe violations may lead to suspension of borrowing privileges.
3. When borrowing materials, readers must inspect both the exterior and interior of books and periodicals. Any issues discovered should be promptly reported to staff for damage marking to clarify responsibility.
4. Borrowing Limits: Faculty members may borrow up to 10 items per visit; students are limited to 4 items. Photocopying of borrowed materials is restricted to no more than 2 copies per session.
5. All borrowing must be processed through official channels. Unauthorized removal of books without proper procedures or use of another person's card will result in reprimand and fines according to regulations. Serious violations will be subject to administrative penalties in coordination with relevant departments.
6. Readers must handle books with care. Marking, annotating, or damaging books is prohibited. Barcodes affixed to books must not be defaced or removed. Violations will incur penalties according to regulations.
7. If borrowed books are lost or damaged, readers must replace them with identical editions within the loan period. Failure to do so will result in compensation according to library loss regulations. If the original book is found within one month after compensation, a refund may be processed upon presentation of the compensation receipt. A handling fee of 20 yuan per volume will be charged; no refunds will be issued after this period.
8. To ensure urgent teaching and research needs, the library reserves the right to request the return of borrowed materials at any time based on demand. Borrowers must comply without refusal.
9. Journals are for in-library reading only and shall not be borrowed under normal circumstances.
III. Book and Periodical Compensation System
Library collections and periodicals are public property. Readers must handle them with care and maintain them properly. They must not be defaced, torn, marked, or lost. Should any of the above occur, the reader must compensate with an identical edition of the book or periodical. Substitution with other books or periodicals is not permitted. If an identical copy cannot be obtained, compensation shall be made according to the following methods:
1. Compensation for Lost Books and Periodicals
(1) General books and periodicals: Reimbursement at twice the purchase price.
(2) Professional books: Reimbursement at three times the purchase price.
(3) Reference books, out-of-print books, art books, and other valuable publications: Reimbursement at five times the purchase price.
(4) For lost volumes from a set: Reimbursement for the full set price; remaining volumes will be retained by the library and not returned to the reader. For loss of an entire set: Reimbursement at 2–5 times the full set price.
(5) Loss of a single journal issue requires compensation at the annual subscription rate. Loss of a bound volume requires compensation at 2–5 times the annual subscription rate plus an additional binding fee of 10 yuan.
(6) Loss of rare editions, unique copies, pre-liberation editions, or items with unknown value requires compensation at 10–20 times the appraised value.
(7) Replacement with identical editions requires an additional processing fee of 5 yuan per volume.
2. Compensation for Damaged Books and Periodicals
(1) For stained or soiled items that remain readable, compensate at 50% of original price. Items with content damage but still readable compensate at full price; unreadable items compensate as lost.
(2) Tearing out pages or illustrations (regardless of quantity) compensates as lost items.
(3) Missing back covers or front covers shall be compensated at 20% of the original price.
(4) Damaged or lost barcodes shall be compensated at ¥1 per volume.
3. For severe damage or loss of publications accompanied by poor attitude, in addition to the above compensation, students shall be handled by the Student Affairs Office and faculty/staff by the relevant administrative department.
4. Individuals who remove books or periodicals without proper borrowing procedures shall be fined ten times the item's value and receive disciplinary action commensurate with the severity of the offense.
5. Borrowers must inspect borrowed materials thoroughly and report any issues to staff immediately. Failure to do so renders the borrower responsible for any problems discovered later.
